Bruce Tobey

Bruce Tobey has had a lengthy career as both an attorney and manager in the public and private sectors. He was elected Mayor/CEO of Gloucester, MA in 1993 and held that executive position until 2002, successfully engaging substantial infrastructure, economic development, and public finance issues. 

He has also served on numerous Federal Advisory Committees of the United States Environmental Protection Agency (including drinking water committees on Microbial / Disinfectant By-Products and the Total Coliform Rule), as President of the Massachusetts Municipal Association, and both Chair of the Advisory Council of the National League of Cities and as a member of its Board of Directors.

Bruce was the Principle Investigator and co-author of the Water Research Foundation study, Public-Private Partnership Opportunities for Water and Resource Water Utility Energy Projects: A Best Practices Guide, which was published in 2017. He has also written numerous papers on infrastructure issues and presented at regional and national conferences across the nation.

A graduate of Wesleyan University, majoring in Russian, Bruce earned his J.D. cum laude from Suffolk University Law School, where he was a member of Law Review, and his MBA from Suffolk University.
